Funny you should say that........
In 1958/59, when the Clean Air Act first took effect, I was working at a loco shed at Edge Hill, Liverpool (8A). There were maybe sixty steam locos based there, though most of them were out working at any given time.
The position then was that a loco firing up had limits on the period of black smoke permitted, ditto various shades of grey. In fact there was a glass slide with the various shades available, to be compared with what was coming out of the funnel.
Since Edge Hill was surrounded by concentrations of terraced houses, all billowing smoke from burning coal for heating, the Dept of Health never actually complained about us!
However, at the time, the rule didn't apply to a moving locomotive at all.
I don't know if that exception still exists, 52 years later, but I can assure you that 70013 'Oliver Cromwell' didn't actually stop at Nairn on Sunday.
