Councillor Graham Kerr asked the police rep at the West CC meeting earlier this week if anyone had been charged with dropping litter.
“If we see somebody dropping litter they can be charged,” replied Sgt Olga Hansen.
“Has anyone been charged?” Continued Cllr Kerr.
“I did research it but not to my knowledge,” said Olga.
“Maybe next time you come you could research it and tell us how many have been charged.” This observer got the impression that Graham was wanting a few litterbugs charged in the interim.
Olga did add: “If we see someone drop it we would ask them to pick it up.”
Graham feels that litter is a problem in Nairn he said:” The High Street is full of it, the High Street is full of CCTV, no one’s been charged.”
Graham Vine (former councillor) then asked if CCTV was evidence adequate to charge someone with dropping litter.
“It would require to sit and review the CCTV, if there was nobody sitting monitoring at the time. At weekends a lot of people are asked to pick up various things that they drop, it’s usually down to the influence of alcohol. We don’t use CCTV to monitor litter dropping,” replied Olga.
Cllr Brian Stewart then entered the debate: ”By charging one or two people you send a pretty clear message that this is something that is unacceptable. In the same way you would ticket people for parking on yellow lines or ticket people for motoring offences. It’s a very, very clear message. If you transgress you get nailed. Now, to do that with littering wouldn’t require very many people to be charged.”
Olga then added: “A lot of the litter is from takeaways and I know most places where they are licensed they’re supposed to tidy up the mess outside.”
Rosemary Young intervened: “I went to that place over there and told them to tidy up and they were out like a shot. They just need to be warned about it and that would help wouldn’t it?”
Some concern was then expressed at the level of litter being caused by school children. After some more debate Rosemary said: “We are coming to the tourism season now so we want the litter reduced to as minimal as we can get it.”

Maybe they should teach the kids that go to the academy what a bin is for as very few seem to know.
Perhaps the situation can sometimes look bad but this observer would suggest that the majority of children do not drop litter. If all 700? pupils of the Academy were to take up littering then things would look a lot worse.
We see it regularly drinks bottles, fag ends, and sweetie wrappers just dropped right out side our shop... we tidy up almost daily (we are not a sweetie shop, fag shop or drinks shop btw)
If you asked nicely,I am sure the council would supply you with your own paper bin and matching policeman.
Had a look at the skateboard park area recently? Some of the little darlings obviously find it to strenuous and tiring to walk to the rubbish bins provided.
The litter around the inside of perimeter fence at Nairn Academy is disappointing to say the least and gives a very bad impression of the whole school. You can tell that the litter has been there for a long time.
Teaching about not dropping litter begins at home, and as stated before the majority of pupils at Nairn Academy do not drop litter, as always its the minority, but, Nairn Academy should lead by example and clean up their act.
O.K I am not to proud to pick it up will do my bit for the community in the morning. I agree the kids should put it in the bin supplied but I just cant walk by and leave it a and and then complain Anonymous

Anon @ 9.28 Yes I agree, I cycled past the Academy a few days ago and the litter inside the fence has indeed been there for some time. Why is this acceptable to the staff?

Are the education authorities just content to leave it like that? Is this the type of environment that has become the norm? At least it could be cleaned up once a month.
And yes Jacobite there are several individuals across Nairn who help keep the town clean and they deserve recognition for their efforts.
The few times our school suffered from a litter problem our headmaster would make us use a lunch hour to pick it all up, it soon stopped being a problem
No-doubt parents would complain if their poor wee bairns were made to carry out a similar activity these days

New recruits arrived as I left AND PROMISED TO PUT THERE LITER IN THE BIN. But won't hold my breath. IT won't be the first time I have been supplied with false INFO but life goes on.

@ the strap If my memory serves me well then Nairn Academy pupils used to be told to pick the litter up I believe. I think it was around ten years ago that that process had to be stopped after a complaint by a parent. There was press coverage at the time in the Nairnshire.
It all boils down to the attitude of the pupils who clearly have no pride for their country or respect because if they did litter would not be a problem & you would think the Education Authority would be embarrassed with all the mess but alas it seems not,why is it in some countries for example China,Canada, Hong Hong,Singapore etc etc litter is not a problem, its because of their attitude & pride, not like some " Many Brits" who think nothing of throwing litter out of their car windows [Thanks for the rest of the info in the post Anon - we will check that out - Gràisg]
It's very sad that we view our children in this way.i know lots of teenagers who are far superior in manners and attitudes to adults.
