I draw attention to a key point in the report that seems to be a fundamental factor for the missed rent reviews. The change of the review period to every 7 years (1985) would have required approval by Councillors, or by an authorised employee on their behalf. Why did the District Council initiate a 7 year review period when the majority of others were annual reviews? The review period must be recorded in the original lease (a legal document). I note: 1996 - local government re-organisation; 2002 - Finance Service Restructuring; 2007 - dissolution of Area Committee. These changes in organisation and people did not help. However, I note that the audit report states that more could have been done (by Members) to question the review process in 2003. Altogether it appears to be a collective poor performance by those trustees of the income from Common Good assets.
