The CAB and flats option for King Street is to go ahead then? The Press and Journal reports:

My understanding is that this is a pre-emptive strike by HC and that it has yet to go to planning. However despite the fact that it has not been through planning and passed tenders have been invited some 2 weeks ago to build it!
Is it me or is this normal practice? There is a strange smell coming out of the state of ?
I would not expect tenders to be invited for any project before full planning had been passed. Does this mean that it has been pre decided?
Presumably if Audit Scotland looked at it, it would pass muster - or would it?
I do not understand what is going on here.This planning application has not been decided yet. I am amazed at one of our Councillors making comment on a live planning application. This is intolerable behaviour towards the people of Nairn who have had no consultation on this proposed development.
Just to clarify, this planning application has not been decided yet. It still goes against the decisions taken by the people of Nairn a few years ago. A vast improvement would be to upgrade the High Street instead of this vanity project from Highland Council.

@ unknown - not sure what you mean by compromised?
It's normal practice in the world of development to advance with planning, building warrant and tender in parallel to ensure projects can get to site asap. You also need priced competitive tenders for funding applications. There has been lots of comments made on the planning portal and changes made to the application as a result - seems like consultation to me! There are funds on offer right now for property owners to improve the High Street. If they have not been taken up this is because of the property owners. Perhaps if community councils projected a positive, pro development, pro business attitude things might be different!
Will/has it been decided by delegated powers folks? Further information tab on e-planning pages states "Expected Decision Level Delegated Decision"
